Please answer if you no how to train a dog?? PLEASE HELP?

i have a boy dog named chaos he is only about 9 months old or so , but he is so , before we got him he lived with to huge pittbulls that i think gave him a rough time and his male owner use to punch him, but now he is very spoilt , and we make shaw when hes bein good he gets a treat , i also have another dog that is a rottweiler but he gets along real well with her, but the problem is chaos, he always jumps up at you and sometimes snaps and i give him a little smack and say boy but he keeps doing it and then starts barking at me and i just cant stop him when i pik up his lead to walk him he latches straight on to it and starts ripping it up same with towels and stuff and i will yell at him and just wont stop , hes not dumb though he knows what im saying, and when i walk him if we walk past another dog weather its small or huge he tries to attack , barks and growls i get so embarrased but he wont listen?wat can i do for him to lisen? i h8 getin angry at him, plz help!!
