What's up with my skin?

I have basically clear skin on my face, but if you look upclose I have these teeny tiny red bumps. They are mostly on my temples, hairline and under my ears, like by my jaw. They usually dry up and loose the color and I guess just turn into dead skin because I can scratch them off alot but I am still left with a lot that I can't do that with. I'm using an apricot face scrub from St Ives which was working but it's all come back. How can I get rid of all these red bumps and also the dead skin also? Sorry to gross you out but I'm used to it.
