Sister Help!!!!!!!! plzzzzzzzzzzzzzzzzzz

It sounds like your mom needs to do a little bit of growing up. Your sister might be right, your mom needs to have some guts and be willing to punish your sister like she needs it. It sounds like your dad has an effect on her so maybe talk to your mom and give specific examples "i've gotten in trouble once compared to her 50 times in the last month...." and tell her that the fact that she doing anything about it is making it worse. This will be more effective if you talk to her about it when your sister isn't currently causing any problems. Don't do it when your sister just messed up and made you mad because your mom will just think that you're trying to make your sister mad. Basically you just have to wait for your sister to grow up and get over herself. Maybe you could try talking to your sister about how she's probably stressing your mom and you out, and it also sounds like you might be happier living at your dads house.
