Does anything keep male cats away?

for over a year now my apartment complex has been sprayed by male cats on a regular basis these apartments arent well insulated and every time the outside gets doused in urine my living room reeks of cat urine is there anything i can do to keep them away? i have two dogs that will chase them away when they are out but i cant leave them out all the time
